Training and Taming my new cockatiel

Question
Hi,
I have had my cockatiel for 2 weeks and he has started to come out of
the cage when I open the door. He will usually just stand on the open
door and look around but he has many times tried to fly away. His wings
are clipped but when I go to put him on my finger, he is so scared of me
and then when he goes on my finger he will try to fly off every time. I
would like him to get comfortable is there anything I could really do to
help him.
When he is out of his cage and then I need to put him in, he is always
trying to fly away, I will put him on my finger and then put my hands
over him so he cant fly away, is this a bad approach and is there some
way I could get him in his cage easier.
I read about people hand feeding their bird, and I know its only two
weeks since I have had him but he seems bold enough to venture out of
his cage, If I put food on my hand he doesnt recognize it as food and he
hisses at me. Maybe I am trying too quickly, could you give me some
advice.
Thank You
