both of my guines have almost stopped eating completely they will eat a little then leave it. they have also drank less then 1 inch of water from their bottle between them. when i pick them up their feet and ears are very cold.

Hi Lesley.  When you say your pigs have stopped eating completely, have they both literally stopped eating anything from their bowls, fresh foods or hay?  It's worth remembering that rarely will a guinea pig finish what is in their dry food bowl because often this kind of food is oversupplied.  Guinea pigs should be encouraged to snack on good hay all day long, and feed on dry food at set times.  If they are not eating their veggies, it may just be that they are bored of it or just don't like it.  Guineas are fussy and they may appreciate trying some new foods.  Guinea pigs also may not drink all that much if they get enough moisture from their food, especially fresh foods.  1 inch of water taken in a day isn't all that uncommon.
About their feet, guinea pigs will generally have cool feeling feet.  If you are concerned about warmth in their cage i would suggest you try filling the cage with more hay.  Guinea pigs do tolerate cooler temperatures better than warmth so you may be worrying unduly.
Keep an eye on them.  Guinea pigs can develop dental problems which stop them eating but for both your guineas to develop it at the same time would be unusual.  If you do think something may be up with their teeth, get them checked out by your vet as soon as possible.  If they start to lose weight then it may be an indication.
