ANSWER: How old is she, Ian? What kind of leash and collar are you using? What are you doing when she appears reluctant?

---------- FOLLOW-UP ----------

QUESTION: she is 11 weeks old  we are using a flat buckle collar and normal lead about 1 metre long we attempt to try and pull her when she digs in we have also tried to entice her with treats

Answer
She's still very young. In fact, she's too young to be taking for walks in public, because she is still at risk of contracting diseases like parvo. At just 11 weeks, she hasn't had all of her puppy shots yet.

I would hold off on trying to take her for walks at this point. Just do lots of playing in your own yard, and wait until she's had all her puppy shots before taking her out in public. In the meantime, try just letting her drag the leash around, so she can get used to it being there. Then try keeping her 'tethered' to you when she's loose in the house, so she gets used to staying near you and coming along when she feels pressure on the leash. She'll get it!
