I have a five and four year old shih tzu. They are let outside to go to bathroom many times during the day. They both still poop and pee in house as well! Any suggestions on how I can try to train them better? Its more than just accidents.

I believe crate training is the answer to your problems. Read my article at http://www.thegooddogjournal.com/2008/11/crate-training-without-trauma.html for tips.

When you are not able to watch your dogs, they should be crated. If they are not crated you must always be in the position to grab them and get out the door quickly. If they start to go, give them a firm NO, scoop them up and take them outside. When they go outside give them a treat right there (not after they come back in the house.) and say "Good potty!" (or whatever). This may be more sass than housebreaking, but if you are firm they will get over it.
