Housebreaking puppy

Question
I have a 7 month old potcake dog that is neutered. We have had him for a month and haven't had much success in housebreaking him. During the night he sleeps in a crate. During the day we have been taking him out every 2 hours, but yet he still seems to have accidents in the house. Also he does not alert us when he needs to go out. We have been giving him treats when he does potty outside.  Are we doing something wrong or will this just take more time?

By 7 months, your dog should have the bladder and bowel control to hold it for awhile.
