dogs attacking neighbors dog

How can we get our german shepard to stop attacking other male dogs? and if they do attack, what can the neighbors do?

You have not provided me with much information.  When does the dog attack?  Is it protecting you or your family? Is it neutered?  Is it protecting its territory?  Dogs attacvk from fear, from territority and from protection.  Anyone would need a lot more info to fully answer your question.  Feel free to write back with more detail.
