i took in a 3 month old pitbull puppy. She seems to act like a normal puppy playful, energetic, and just as happy as she could be.She eats three times a day and has plenty water. My problem is she seem underweight to me. Am I supposed to be able to feel her ribs and hip bones?

Yes you should be able to feel her ribs and hip bones.  With a puppy it is desireable to have a small roll of fat over the ribs but they should still be able to be felt with light pressure.  In an older dog it is almost a case of the leaner the better.  Ideal condition for a fit adult dog is when you can just about see the faintest of outlines of one maybe two ribs, when the dogs head is turned away from you, and all ribs are easy to feel with no obvious layer of fat to press through in order to feel them.  
As long as you cannot see the puppy's ribs she is fine, although dont panic if she does get to a point where you can see a couple of ribs, lots of pupppies will appear to lose condition when they go through a growth spurt and will then put weight on after the growth spurt.  A very active puppy will also be slimmer than a laid back puppy and again there is no reason to panic if she seems to lose weight as she gets more active.  If you ever get to the stage where you CAN'T feel her ribs then it is time to panic because that is a sign a dog is morbidly obese and needs to be on a emergency diet as their health is in serious danger.
