I have a pair of yorkies that are over 1yo and I have been interested in breeding them but now that my female is in heat the male seem to be missing the target, is there anything that I can do that may help him along the way. I have tried putting a phone book and a rug behind her but he still seems to be in left field instead of home plate. I will welcome any suggestions you may have.

need more information,  But I have to tell you, your male is young to yet and may not get the hang of it for awhile.
How many days is the female in heat?

That is the problem.  She is not swollen or ovulating yet.  Separate them so she doesn't get angry with him until the 11th day
She should be swollen enough to accept the male then.  If you let them continue now, she will get fed up with him and may injure him and he may get so frustrated he won't breed with her anymore.
