I have adopted a female boxer who is 3 years old.  I was told she had one litter of 4 puppies and then due to a prolapsed uterus she was spayed.  She has huge long nipples and her Genitals almost hang in the back like a Bee stinger.  Is this the normal condition of a dog who has had puppies?  Is there anything a vet can do to help her get back to a more normal shape?

It's natural and normal for a female dog to develop the rather "stretched out" features you've described. It may get a little better with time (you didn't say when she had the litter) but the majority of stretching will remain, there is little to nothing that can be done. What can help is exercise to get her in the best physical shape possible. Just like for humans, actually.
