Lhasa Apso Jack Licking Obsession

Question
Our 3.5 year old Lhasa, Jack licks our 2.5 your old black Lab, Harley continually.  Harley takes it but gets annoyed eventually.  Jack also licks his own belly quite a bit when he is not licking Harley, that is.  Why does Jack lick Harley so much and how can we break him of this habit?

Hello Neal;
That is quite cute actually...but, it is a "pack behavior"...and Jack thinks he is in charge, and this is what the Male in charge does...he grooms his keep!
So,he is doing what "nature" has keyed into his brain.
This is not something you are going to be able to stop easily!
I would just put the other dog in a crate if he does not like it, take turns with them in your lap...or wherever it is happening,
And, then live with it !
