8-month-old Shepherds ear

I have an 8-month-old Shepherd female whose left ear has flopped since I got her at 3 months.  I've tried three different methods of propping up the ear (taping, etc.) but none has worked.  Her right ear has always been perfectly erect.  Is surgery an option?  If so, how do I find a surgeon that will do this.  I have been searching on the web and calling around, but have had no luck, even with the two best small animal hospitals in the Boston area (I live near Boston).

It is rare for the ears not to eventually stand up themselves.  Your post is one more piece of evidence to me, that taping doesn't work.  I think most of the times when it does ''work'', the ears would have stood up on their own.  If your local vet can't direct your to anybody, maybe it isn't done.  Perhaps before giving up, go to www.akc.org and look at some of their links to shepherd groups.
