I have had a urinalysis done on him and his tests came back negative, plus he does not do it at night when he is in the room with us sleeping.  When he pees he is walking and peeing but he is not emptying his bladder.  The household he was in before she did not train him to go outside so he did it on paper in the house.  We do use a enzymatic cleaner when he urinates and we also use it for his kennel as well.  I will try your suggestions to build up his confidence and take him for walks before and after i come home from work.  Thank you so much for your advise i hope we can help him stop doing this.

He was TRAINED to go in the house.  You, my friend, are witnessing the exact 'why' paper training is not suggested!  He has been taught, during critical stages of his mental development, that the house is the place to go!

If he's not completely voiding his bladder, you're seeing a more submissive urination/excitement urination problem than a full-fledged house training problem.

Go back to the basics with him for a few weeks.  Take him out, on lead, to one spot in the yard.  Tell him to go potty.  Do this every couple of hours...within 20 minutes of eating, drinking or playing and immediately when he wakes up.  When he goes, praise him like you just won the lottery!  Don't incorporate potty time and play time.  If it's time to play, that's fine, walk him back in the house (on lead) let him off the lead, wait 5 minutes and let him out to romp.

That, coupled with building his confidence levels, should lick your problem.
