neighbors cat using my flower bed for litter box

What can I do to keep my neighbors cats out of my flower beds? I have really nice plants that are not doing well because of being dug up and the cats going to the bathroom on and around them.  Please help they are nice cats, I like them, but my neighbor is really not interested in doing anything to help this problem.

Cats in a garden is a problem because cats do not understand boundry lines. They don't know that this piece of dirt is ok but the neighbor's dirt is not ok. So you can't really blame the cats.
