looks like in good health condition but when I pet him his rib bone seems to pop out. Is that normal?? He doesn't seem to feel any pain or anything.

Does your cat have a Siamese like pattern (color on the paws, face, ears, and tail with blue eyes)? Is what pops out in the chest area, or truly a rib? Some Siamese cats and cats who have come from Siamese have a part of the sternum that does not appear to be properly attached and pops out once in a while.
I am not a vet, but it sure sounds to me like a zyphoid that floats (in the sternum area). I would double check with your vet to make sure that is what it is. This is harmless for cats. If it is truly a rib and there is any danger, your vet can tell you.
