Question
I have seen the same diminutive cats in the hotel I stayed at near Cancun as I saw in San Juan, and also Jamaica. They are very small, usually tiger striped and feral, of course. They hang around the hotels waiting for guests to feed them.
I am very curious to know what breed these cats are.

I forgot to add that they all seem to be short haired.

Cats in warmer, i.e., tropical and subtropical climates tend to be a bit smaller than cats in the more temperate and colder climates.  They tend to be a bit longer and lankier in the body. Yes, shorthair would be the rule given the climate.

Domestic cat breeds coming from warmer climates would be Abyssinians, Burmese, Siamese, Singapuras, and Tonkinese, to name a few.
