female dog licking

I have a female spaded dog.  She recently has been licking her private area a lot she also has been more whiny than usual.  Could you tell me what may be causing this?

In females, abnormal vaginal discharge can result in excessive licking. Causes of excessive abnormal discharge include:
* Bladder/Urogenital tract infections
* Vaginitis (inflammation of the vagina) or inflammation anywhere in the urogenital tract
* Urinary incontinence (inability to hold urine)

Bladder infections can be painful, which would account for her whining. If your dog continues to lick and whine, then she'll need to be seen by your veterinarian.
