I have recently bought a black moor. I only have one other goldfish in the tank. Not long after him being in there he seemed to start floating towards the filter, like he  had no energy. I took him out of tank and placed him in a bowl. If he stops moving his rear end just floats to the top. he has no life in him. This morning he has what looks like bits of cotton wool all over him. any ideas.... thanks

Sounds like he has a fungus, you will need to treat him with a fungal treatment. Also, his swimming suggests an internal disease or parasite. Also get an internal treatment. Treat with each following the directions exactly. Try not to stress him any and hope for the best. He may be able to come out of it but if the disease or parasite is too far advanced he may not.
