help me my fish is dying...

HELP MY FISH HAS BEEN LAYING AT THE BOTTOM OF THE BOWL ALL DAY. YOU CAN SEE HIM BREATHING "GILLS ARE MOVING" AND EVERY ONCE AN AWHILE HIS FINS WILL MOVE, IS HE DYING? WHAT CAN I DO? IVE CHANGED THE WATER TWICE TODAY, JUST IN CASE IT WAS DIRTY

First off what kind of fish is it? If he is tropical does he have a heater going? I want to help as soon as I can but its hard to tell. It could be something as small as swim bladder disease, but I can't be sure. As soon as I know what kind of fish, I can get him the help he needs. When you change his water, do you add a conditioner to it to remove chlorine, ammonia and other chemicals in your tap water?
