Fish Seizures?

Do fish have Seizures? Cause my mom has Gold Fish and this one keeps acting like it is dying. Than it goes into these fits hitting its self off of everything in the tank and sinking to the bottom. Than spinning on the gravel and than after a minute or 2 is fine. It has been doing this for a month or more.
