Answer
Hi Brooke,
With the information you have given me, Sparkle has cotton mouth disease.  This disease, is very hard to cure, but not impossible.  You must act quickly.  There are cures for Cotton Mouth (Mouth Fungus) at your Pet Store.  Triple Sulfa is one of them.
This is a little more complicated but dissolving Terranycin, or Aureomycium and making a solution of 50mg per gallon has given good results in as little as 48 hours.
Change your betta's water, and wash the rocks, and everything he has in his tank.  Always use a good conditioner when changing the water.  Make sure he has an air stone, or empty filter so there is water movement in the tank to help the medication spread.
I hope Sparkle will make it, poor little guy.
