male cockateil not acting right

my male cockateil usualy sits up on his perch next to the female but today he was just standing on the floor of the cage facing the corner, i could see he was breathing heavy. i went to pick him up and he let me. usualy he runs and tries to bit me. nothing changed with his feeding, the female is fine. whats the matter with him?

I wouldn't know exactly what's wrong with your male tiel.  However, he is showing some signs of being ill, perhaps with a respiratory problem.  Heavy breathing in a bird is never good; neither is going to the cage bottom.  In addition, a "flighty" bird that is tame all of a sudden is also not a good sign.  I recommend you contact an avian veterinarian ASAP.  Once birds show visible signs of being ill, they can go downhill very quickly.
