Answer
Hello Kim,
I wish I could help you train a rescue horse with an email but there are many things, as you know, that come up. Lets focus on leading. He does not know how to give to the pressure of the halter. If you can safely go into his stall and halter him start there, stand by him and pet him making sure he is comfortable, then start to slowly put pressure on the lead rope asking him to turn his head. If he even gives one inch release the pressure and reassure him with some pets. You are trying to start a conversation with him that if he feels pressure and gives to it everything gets quiet and he gets a break. It sounds like he has had a rough time up until now, try keeping it slow and see how this works. Let me know how it goes and we can go into any specific issues.
