A great way to bond with any horse is to spend time with it. From grooming to just hanging out - if it is too young for saddle work, you could always go for walks with it. This is also a great way to get a horse used to different things too. Ground work is a VERY important part of training, you can start teaching cues that can be then transferred to saddle work.
I personally do not like to start any heavy riding until a horse has had a chance to mature - generally 4-5 years of age. There are some people who start horses earlier, but in my opinion there is still a lot of growing up a horse needs to do before being subjected to rigorous saddle work. Doing some riding is ok - again, I wouldn't start endurance riding, eventing, jumping or anything else strenuous
