QUESTION: ya its a Reptile Spiral Compact Fluorescent UVB Lamp.....but he is not eating anything grass or leafs what i do for his food.....

ANSWER: The compact fluorescents don't really give off any UVB.  See if you can find a ZooMed Powersun, a T-Rex Active UVheat, or at least a Zoomed Reptisun 10.0.  The Reptisun doesn't give as much UVB as the other two bulbs, but it's better than what you have now.  The first two bulbs I listed use a regular socket, but the Reptisun is a tube and you'd need a tube fixture for it.  

He's not eating because he's not being kept correctly.  The lack of UVB is a big problem, but there may be other problems as well.  Can you tell me EXACTLY how you have him set up?  I need to know what kind of enclosure he's in (and size), what substrate you're using, the temperatures on the warm and cool side, whether he has access to water, etc.  Be as specific as you can.

Not eating is not really the issue at this point.  Even if he starts eating, if he doesn't have adequate UVB it won't help.  Once you're taking care of him properly, he'll start eating.

PLEASE READ THE CARE INFORMATION I LINKED FOR YOU.  Everything you need to know to keep your star tortoise is there.  Asking questions but ignoring the care information isn't going to help.

Don't keep a tortoise on sand.  It can cause impaction if they eat it.  Use plain garden soil without additives.

There is plenty of UVB outside even under cloud cover, so get him outside at least a few hours a day.  Just make sure there is also plenty of shade for him as well as sunny areas.  If he's very small he should be in a secure enclosure protected from birds with netting or wire, but he needs that UVB.

The calcium isn't the problem, so soaking him in it won't help.  He needs the UVB in order to metabolize calcium.  It's also possible to overdose calcium, so it's better for him to get it from diet and the cuttlebone.  An alternative to UVB is vitamin D3 in powdered form sprinkled over the food, but it's not as safe or natural as UVB, and since star tortoises are native to India outside is better.  

So again, read the care information, and follow it exactly.  If you can't get a UVB bulb, you need to get him outside at least a few hours a day.  If he can get enough exposure to UVB, his shell will firm up and his health will improve, but he may always have some shell deformities and he may never be completely healthy.  As long as he's not in really bad shape he should be able to get better.
