Timor Monitor Question

Question
yesterday and today I noticed my brother's young adult timor monitor just laying in one spot with his eyes closed. Today we got him out and he feels VERY bloated. He won't move and occasionally gasps for air and gags. We have him in a little bit of water right now and under his heat lamp and we have his head on something so he won't drown or anything. What can we do to help him? He is not doing good at all. Please help! Thanks

Answer
To answer this accurately I would have to know the environment that the monitor is being kept in. I am willing to bet that the heat has something to do with it.  I need to know what the heat is at on the basking and cool side. As well as substrate, size of enclosure, what he eats, when he last ate, does it have UVB?
