Our pot-bellied pig's penis won't retract completely. It hangs out a couple of inches, we have been giving him an antibiotic and we have lubricated and cleansed it a few times.

This is a common issue with male piglets.
Depending on his age.  They have a tendency to get a bit lazy about pulling it back in.
Try not to handle it anymore than necessary and with time and his maturity it will probably retract on it's own.
