ones in Atlanta more experienced with rats? I want to go to the best vet who
knows rats.

You would need to ask the vet that question.  They all say that the see all exotic animals and avian as well.  
ALso, some people dont seem to get along well with another person, having different personalities, so its best to meet the vet, see what he or she is like and see how they get along with your rat in general. I have outlined that the vet should have the proper sized tools for small mammals and also the right medications on hand rather than using substitutes meant for dogs and cats. To me the best place to go is a clinic that sees ONLY avian/exotics and not the more traditional pets like dogs and cats. I have a vet for my rats and bunny only and go to a different vet for my dog and cats.  My rat vet doesnt see dogs and cats any longer, strictly avian and exotics.  Another mistake people make is to think that when a vet says they are small animal specialists that means they see rats etc...but this is not true.  A small animal vet means simply they see dogs and cats and not horses and cows. That would be a large animal vet.
