I am not sure the prices that any vet charges because it varies from clinic to clinic.  However, your girl is a pretty old girl. The vet may be a bit cautious about removing this tumor. What I do is wait until there is no choice but to remove it: sadly, that means that when the tumor is ruining the rats quality of life and there is not much of a choice but to put the rat to sleep, that is when I remove the tumor. This means that risking the surgery was a better choice than putting the rat to sleep.  However, I only do this when the rat is super old like your girl is.  Three is pretty old and I suggest of course a skilled vet and even some pre anesthesia blood work done before surgery.   No matter what, I would take her to the vet below for their opinion but I would not put her to sleep, I would opt for the surgery instead.
The vet may have some other ideas for your girl too. Please let me know how it goes.
