Two puppies

We have two 3 month old female Jack Russell puppies.
They enjoy playing together, but sometimes it can get quite rough. Do we need to intervene? Will this not developed into fighting as they get older.

Their play involves them learning many useful things such as bite inhibition and their ranking in their pack. You should not intervene. If you intervene then it could develop into fighting as they get older. Dogs have intricate communications and behaviors that allow them to avoid serious violence. Let your puppies play.
