Whining Puppy

I just got Two 5 week old puppies. One is very quiet but the other is always whining. What can I do to stop this?

You can't. Not unless you first know why your puppy is whining. First of all I'm not sure how you came to have two 5 week old puppies. 5 week old puppies should not be separated from their mothers. I'd be just as concerned about the quiet one.
What has the veterinarian said about their health? How is their appetite? Is the one cold? hungry? lonely?
