Question
Our rescue Wheaten Terrier is very lovable, and mostly well behaved, except on walks and on car rides, which are his favorite things to do.  During both activities he is as the dog whisperer puts it " a sniper"  he watches everything and barks and jumps, and becomes a wild thing.  It's disrupting in the car, and on walks people think he's out of control. We tell him no and to sit, but he completely ignores us.  How can we help him to understand that this behavior is unacceptable?

it depends if he is barking from excitement, or if its stress. You have to take what you see on TV with a grain of salt because a lot of it is staged, edited and scripted and time compressed.
Part of obedience training is socialization. learning to behave around other people and dogs. There are multiple exercises and techniques used in training that extinsguish the behavior. I suggest you get a video from 4pawsu.com called "Calming Signals."  Its made in Sweden and demonstrates the step by step process of desensitizing
dogs to people and other dogs. It works on the natural behavior to avoid confrontations. The same process can be used to address the behavior to other objects as well.

Being a rescued dog, it may have issues from past life to be delt with because of housing, feeding or physical/mental abuse. A good trainer should be able to help you sift out the base causes of the wild behavior.
