my blue heeler

i got a new blue heeler and hes 8 weeks old. he has been really aggressive around my big brother. hes been biting him and attacking him. i keep telling him no and smacking him with a news paper, but he wont quit. he also chews on thing, everything!!! it seems as if he is un-trainable. can you help me?

At 8 weeks old you've determined that your dog is untrainable? He's an infant!
If he gets too rough, stand up, turn your back, cross your arms and ignore him completely till he sits nice, then give him lots of attention.
