Hello ,I have a dog who sometimes manages to get a hold of a toad. She loves to
mouth them even though they make her mouth foam.  I normally keep a bit of
frozen milk in the freezer for this purpose, which I thaw out in the
microwave oven. It works really well.  Wonder if you would know if powder
milk works the same way?

I'm not clear on the question you'd like to me to answer.

Is it that your dog enjoys having the foamy mouth that toads give her, so you're trying to archive the same results with powdered milk, rather than toads or frozen whole milk?

You should be able to get the same foaming effects with powdered milk (use non-fat powdered milk if you can find it.)

Your dog might also enjoy yogurt that you freeze in ice cube trays, or small size paper cups. Use plain or vanilla low fat yogurt. You can jazz up the basic frozen yogurt by adding peanut butter, here's how:
You'll need 1-32oz. container of (plain or vanilla) yogurt
1 cup of peanut butter. Put the peanut butter in a microwave safe dish and microwave until melted. Mix the yogurt and the melted peanut butter in a bowl. Pour mixture into cupcake papers and freeze.
