Notorious Humping Yorkie

I don't know where to turn. My 3 month old Yorkie is a Notorious Humper. His little penis was exposed today when attempting to hump. My husband said its a dominance thing, but I beg to differ. I caught him humping my arm, then stopped him right away. At first I thought it was a dominating thing. But he just barks to get my attention when I ignore him, he continues to tug at my shirt...like he's trying to tell me something. What should I do?

The barking and tugging is to get your attention so that you will do what HE wants... which is to pay attention to HIM and to pet him. If you don't get this under control now, he is going to be totally obnoxious as an adult. He needs to learn that the world does not revolve around him.
