1.5 yr.old female dachshund and 11 wk puppy

My female keeps biting our new 11 week old puppy's ears. She licks, nips, and
stands on him. We got two new male puppies and one has adjusted well, while
the other one gets picked on by the other older dogs.

It's probably because he is the smallest of the two-probably the best way to stop that problem,is to try and distract the other dogs and also encourage them to play together,so that they see him as a play mate,rather then something to be picked on all of the time
