Are toy fox terriers eligible to compete in earthdog events?

Are toy fox terriers eligible to compete in AKC earthdog events?  There are a few out there that I've read about that have junior and senior AKC earthdog titles but for some reason I thought that they weren't allowed to participate in these events.  The AKC website and rulebook seem to indicate that TFTs aren't eligible for earthdog tests but then I wonder how is it that there are some out there with actual AKC titles in these.

As far as I know TFT are NOT eligible to compete in Earthdog.  The Cesky Terrier is the latest edition to the group.  

I imagine if they have competed in whats called "Exhibition Only" EO.  Which they run last and DO NOT get AKC titles.  I can run my Bedlington in lure cursing but can not get any titles.  

Ask those people where they got their titles or report them to AKC for false advertising of AKC titles that they have not earned.
