agressive female german shepherd

Question
I have a 3 year old German Shepherd Female. We have had her for 2 1/2 years and for the first year she was fine. For the last year,,everytime she sees certain female dogs in our neighborhood, she attacks them. They are small dogs and have sometimes been hurt pretty bad. As for people or male dogs , also our own female mini dachshund, she is perfect..not aggressive at all..We are putting in an underground fence which we hope will work, (I've been told it won't keep her in since she is used to running loose) but I can't help if a female comes into our yard after the fence is installed. I've been told I can't train her not to do this because it is instinct and it doesn't happen when I'm not around. How do I make sure no dogs will get hurt once she is contained and do you have any idea what causes this and why she is so sweet at home and so agressive around other females//? thanks in advance..cyndi

DOMINANCE, DOMINANCE.   THIS IS WHAT CAUSES DOGS TO GO NUTS.  IT IS UP TO U TO STOP THIS BEHAVIOR OR PAY FOR  A LAW SUIT TO PREVAIL IF A DOG COMES TOWARDS HER AND SHE ATTACKS AND INJURES IT YOUR LIABLE, SORRY HONEY BUT U WILL PAY AND BIG TIME ALSO.
THE FENCE MIGHT HELP KEEP HER ON HER OWH SIDE IF ANY COME OVER AND GET ATTACKED IT IS THEIR PROBLEM BUT GET PHOTOS AND PROFF FOR COURT FOR THAT IS WHERE U WILL END UP DOGS CAUSE MORE LAW SUITS THAN ANYTHING I CAN THINK OF.
PROTECT YOURSELF BY KEEPING A MUZZLE ON HER ALSO WHEN OUTSIDE.
TRY TO TRAIN  HER NOT TO ATTACK DOGS BY SPRAYING HER FACE WITH A WATER BOTTLE OF WATER WITH A TAD BIT OF VINEGAR IN IT AND SPRAY HER FACE GOOD WITH IT AND SAY A LOUD NO NO I AM SICK OF THIS U HEAR ME.?
