floppy ear german shephard

I have a 1 yr. old german shephard, one of then stays up and the other one is half way up, some time it goes up when he gets excited or when he wakes up from being sleep, will the the floppy one go up?

You see very few German Shepherds whose ears aren't up.  I wonder if yours is a behavior thing.  Try praising him or giving him a treat when his ears are up.  Perhaps even try a command, ''Ears up!'' and a treat when they go up in response to your attention.
