12 years old cocker spaniel peeing in te house

My dog has been peeing in the house for the last 3 months and this is very strange for me because he has always been a well-behaved dog, he would always hold it and let me know when he needed to go. We used to live in a house that had access to a backyard, I would open the door and just let him out, But 10 months ago we moved into a second floor, we don't have a backyard anymore, so I take him out every morning before i go to work, my father sometimes take him out around 1pm, when I come back I take him out again around 6pm and one more time before I go to bed, and he still pees on the kitchen floor. I don't know if this behavior is caused by the limited times I take him out or is it because he's been drinking too much water, I had to cut down his water supply to half of the bowl, and before i start doing this I've noticed that he is very thirsty all the time, but the more water he drinks the more he pees in the house, I'm starting to think that cocker spaniels behave like that when they reach certain age, I don't know. I need help, my mother is getting mad, since she in the house with the dog most of the day, sometimes she puts a very low amount of water in his bowl, and I'm worried because my poor baby is starting to go in the bathtub to look for water drops in it. Take him to the vet asap.  Being overly thirsty is a sign of several medical problems.  Take a urine sample with you to expedite things.
Best to catch a sample in a sterile container just before you go (if not, refrigerate it) or let the vet get one.

This isn't misbehaving - he has a problem.  Get him to the vet.
