8 month old English Bulldog potty training

Question
I have an 8 month old English Bulldog (male and neutered) and he still wants to pee on the floor.  He pees when anyone approached him or even when he's sleeping on the floor.  We are home with him everyday and goes out on a regular basis. At least every hour.  He pees outside but then will come into the house and pee on the floor.  Our vet stated that English Bulldogs don't completely empty their bladders.  Is this true? How do we get him to understand that this is unacceptable behavior?  We have also been told that he could be a year old before he is fully potty trained?  His diet constists of a high end pupppy food and plenty of water.  He is always put outside within 10-15 minutes of eating or drinking.  Is there something we can do or are we just at his mercy?  Are Bulldogs really this Bullheaded?

Answer
Hi Suzanne, Well, sounds like his system is not mature as of yet.  This is very common in any young males.
We can place this baby on a few supplements and use the Male Wrap -
