Hi my boxer marley has latley been havein some kind of skin issue. when he gets excited or exerted from playing or even somthing as simple as someone nocking on the door it seems, he gets these raised bumps all over his body and face. they look alot like chicken pox but they aren't discolored and do not seem to bother or even itch him. what could this be and is it serious? P.S. It realy only happens when he has a sudden increase in blood pressure and they go away once he has calmed down.

Without seeing him, and keep in mind, a proper diagnosis is always warranted, it sounds like hives.  

My female used to get them when she was overly excited or when she encountered wet grass.  She grew out of it by about age 5.  

The only thing that concerns me with your description is chicken pox.  CP are usually very small bumps whereas hives are pretty large (dime to quarter sized).  You may want to have him seen by the vet just to confirm.  

The vet can also give you an antihistamine for him if he/she feels it's necessary.  Often otc benadryl is prescribed.
