My cat has a material which appears to be clumped cat litter embedded between the pads of her back paw.  It is extremely hard, like cement, amd will not wash off.  It is stuck to the hairs between the pads.  Her foot makes a tapping sound when she walks on a wood floor.  Is there a way I can remove it or should I take her to a vet?

Unfortunately, I know of no safe way to remove that stuff.  If your vet has any suggestions, I would appreciate your getting that information back to me.  You could try something like baby oil to see if that would loosen it up.

I would take her to the vet to make sure that there is no other damage to that paw.
