This is probably a silly question, but our cat was just neutered and we have a hard plastic Elizabethan collar for him (he licks the incisions without it).  Is it possible for cats to choke while wearing these?  We're nervous about leaving it on him while we're at work, in case he jumps or something and catches it on furniture.  Thanks.

While it's not a silly question at all, most people leave the collars on when they are gone and take them off when they are home. His scrotum should heal in just a few days anyway, so you won't need to leave it on a long time. If the vet sized and put the collar on, it should fit properly. Like a regular collar, you should only be able to get one finger under the collar comfortably.
I have never seen or heard of a cat getting hung up with a collar, but dogs have a tendency to remove them or knock all the furniture over with them.
