White spot on eye (beta)

My beta has a white spot on eyes. When looking down you can see still see a clear part of his eyes. Could this be fungus or stress?

This sounds like a case of Popeye. Popeye is typically disagnosed when their are protruding eyes that may be cloudly or hazy. I recommend getting Maracyn Two from the nearest pet store and begin treatment immediately.
