Hi, I have a blackmoor that is quite large. One of his eyes has grown so gigantic it is double the size of his other eye. It seems to be so heavy that he is always on his back. There is another blackmoor in the tank that seems really happy and healthy. Any thoughts? I am afraid that he is suffering and in pain or that the eye is going to just pop right out.

I'm sorry to say this but your fish has a bad infection called pop-eye. I would treat it with maracyn-two and it should cure the infection and aquarium salt might help if you want to put some in the tank. I would do a 50% water change and then just do 25% water changes from now on.
