Is Betta Plus bowl conditioner safe to use with goldfish and black moors?

My children had recently bought a few fish for pets.One had bought Betta fish, another goldfish, and another black moors.The only thing at the store for conditioner for the bowl is Betta Plus bowl conditioner.Is it safe for black moors and goldfish?I don't want to contaminate the fish bowls if I can possibly help it.Could I boil the water and let it sit out until the right temp set for the fish bowls?Will that take away all contaminants or the chlorine?At what temp should the water be for Betta fish and for the gold fish and black moors?

Betta Plus is okay to use, but although it seems cheaper, in the long run you pay more than if you bought Aquasafe, or Stress Coat. Always put in the right amount of conditioner.  Boiling your water for fish is not a good idea as fish need some minerals that come from tap water.  Fish do not do well in sterilized water.  The best way is to leave the amount of water you need sit overnight, 24 hours is best, and add conditioner.  You must always add conditioner to your water.
Goldfish do well in cool water, but they are more hardy than other fish, and can live in 72 degree water.
The betta however needs warm water to be happy, healthy, and free from disease.  He must be kept in 78-80 degree water.
I would like to add that bettas do not eat the same food as Goldfish.  They should be given pellets, and Betta Flakes, alternating each day, and given bloodworms once a week.  You should feed your betta three small meals a day.  Always remember that his tummy is the size of his eye.  Feeding him one big meal a day can cause Swim Bladder disease, and constipate your Betta.  Example:  feed him 2 pellets for one meal.  He should also have one frozen pea a week to clean out his system.  Cook the pea well until it is tender, remove the outer layer, and cut it into small pieces. Feed it to your betta one little piece at a time.  You should also let your Betta fast one day a week.  I do this the day I give him the pea.  
Always make sure that you have no ammonia in the betta's water, and the goldfish water.  You can buy these small kits for a small sum.  They should be number one in your fish cabinet.  
Do water changes once a week, and more if you have ammonia in your water.  Ammonia brings disease, and is the number one killer of fish.
