My budgie has a sticky black substance on his tail feathers and belly. Last week he lost a feather and his tail feathers look thin. He is also puffy and and not as happy as he used to be. He is sleeping much more than usual. What is going on? Help!

I don't know if your budgie is sick or not.  I don't know what the sticky black substance is on his tail feathers and belly.  Is there something in the cage or outside the cage your bird has gotten into?  If you are referring to a buildup of feces at the bird's vent (bottom) area, then, yes, your bird has some type of intestinal/digestional problem and needs to be seen by a certified avian vet ASAP.  Birds that fluff up when not sleeping usually do so in order to hide the fact that they are losing weight.  Is your bird's keel (breast) bone protruding (can you see it)?  If so, your bird is losing weight, which is a sign of illness.  Change of behavior, such as sleeping more than usual, can be a sign of illness, but can also be a sign that your bird isn't getting enough sleep.  Birds need 12 hours of sleep per night.  

I think your bird probably needs to be seen by a certified avian vet ASAP, depending on what is going on.  Since I can't see what is going on personally, you will have to be the judge based on some of the information I've provided.  However, do not hesitate getting your bird to the bird vet ASAP if necessary.  Birds hide their symptoms of illness until they can't hide these symptoms any longer.  When we notice these signs, often times, a bird has been sick too long and sometimes can't be helped medically.  If in doubt, get the bird to the bird vet ASAP.
