weak horses - prominent withers

hello ma'am, do weak horses irrespective of any breed have prominent withers?

Thank you for your question.  Exercise physiology is not my area of expertise but I've never heard any concrete correlation between prominent withers and performance.  I'm sure there are many professional opinions that would argue either side of that debate...and it is probably more a case of personal preference.
