Hi my name is Stephanie im 16 yrs old, been there done that with many types of horses.  My boss recently bought this big shetland pony for her business. The only problem is that hes soooo scared and nervus and everything. With the work we do we cant have him spoke when kids come up at his face and all that. He does not bite, kick, or run away. Im able to jump on his back with no problem and he'll stand to be saddle and bridle. I could do anything to him except bring ropes or anything stringy or long by him without some sort of bad reaction. Also hes sooo butt tight to my gelding he gets seperation anxiety if I go out riding or even thing about seperating them. He also does not want to go forward while im on him and the only way to make him walk with a halter on him is to act like hes being ponied off another horse, which for the job hes going to do I need to be right by his side with the kids.   

****What can I do to let this sweet guy know nothing is going to hurt him no matter where hes is.

This guy is just being a horse, all horses feel safe with another horse.  He is new to a new home so in time he will adjust a bit.  A horse will not get scared if he trust his leader.  You have to be a good leader, show him he is safe.  When he gets scared, pet him, give him a treat, or move him.  A horse relaxes when his feet move.  So, maybe walk him a few steps, turn him back, have him back up slow and soft.  Don't get mean or mad and keep showing him that he will not be hit, hurt or abused.  He will come around.  If he get too tense, do try and teach him something new, let him do something he is good at, that will relax him.
