When I ride  my horse she bops her head up and down. What is she trying to say?

Dear Pat:
I'm afraid you haven't given me much information to go on here. Horses "bop their heads up and down" when they are lame; they also do it when they are avoiding contact with the bit, they also do it if they require dental work, if they are off balance etc. As you can see- there are many, many possible causes. Without specific details- perhaps even some video- I cannot offer you a solution.
